The cashback rates are never particularly high with eBay. The service itself is good in theory, fortunately I don't encounter deception on eBay. However, I think the regulations eBay have in place now protects you as the consumer against suchlike. As I make small purchases often from ebay. Hair clips, longer charger USB cable and headphones doesn't give a lot of cashback, it's been just 1p or 2p, though ebay still honour you the cashback.
