I'm being charged £5 when making a payout. Why is this?

Being a Plus Member costs £5 a year.
This is taken from your payable cashback when you request a payout.

After that, your payouts will continue as normal for the rest of the year, with no extra charges.

You can see a breakdown of your membership payments here.

If you don’t make any payouts during the year, the £5 charge will roll over to the next year.
